The Rolling Stones' ''Steel Wheels'' tour will reach New York City in late October with two concerts at Shea Stadium, on Oct. 26 and 28th. Opening for the Rolling Stones will be Living Colour, a New York rock group.

The Thursday concert will begin at 7 P.M. and the Saturday show at 4:30 P.M. The announcement was made yesterday morning at a press conference in the Parks Department Arsenal by Parks Commissioner Henry J. Stern and Ron Delsener, who is promoting the concerts locally in association with the BCL Group.

All seats are reserved. Tickets will go on sale Saturday at 9 A.M. They may be purchased at Ticketmaster outlets or charged to credit cards by calling (212) 307-7171, (516) 888-9000, (201) 507-8900, or (914) 965-2700. All tickets are $30, plus any local service charge, and there is a limit of eight tickets to a buyer.

The Rolling Stones tour has broken box office records in several cities. In all, the concerts are expected to be seen by nearly three million people in the United States and Canada.

The October concerts are the first concerts to be held in Shea Stadium since 1983.
